Twitter is Watch Bridgette B - Scared Topless (2013)about to get more creative.

Twitter is now opening up Moments, its tool for curating collections of tweets around specific subjects, to everyone.

Moments, perhaps still best-known for its controversial design choice (remember the blue dot everyone hated), first launched nearly a year ago. The feature, which initially allowed select publishers to curate collections of tweets around specific events and other conversations happening on the network, promised to help make Twitter more user-friendly, particularly to new users.

Since then, the company has slowly expanded Moments, with the addition of new partners and sponsored Moments earlier this year. Now, these tools are open to all of Twitter's users. To create a Moment, all you have to do is head over to the Moments tab (this only works on Twitter's website, for now) and select "create new Moment." The feature is rolling out over the next few days, according to Twitter, so it may take awhile to show up.

It's not clear exactly how Twitter plans to curate all the new content in the Moments tab. But it appears the feature will continue to highlight topics that are trending on the service, in addition to those created by accounts you follow.

Whether the promised expansion of Moments will have an effect on the feature's engagement, though, is another matter. Though much-hyped at the time of its launch, Moments hasn't had the impact Twitter had initially hoped for. Still, it remains an important part of the company's strategy in making Twitter more appealing to new users.

"We think it's a really great way for new users to Twitter, users who haven't built that perfect home timeline yet, for them to be able to understand and appreciate all the incredible things that are happening on Twitter," Twitter's global curation lead Andrew Fitzgerald told Mashable in an interview earlier this year. 

"We think of Moments as an extension of content discovery on Twitter, beyond the search function."
